Is vehicle license tax the same as the Fuel Charge?

They are not the same, though many people confuse these two. Vehicle license tax is a local tax and is collected by local tax bureaus for the purpose of covering local governments' financial needs. The Fuel Charge is a fee collected by the Motor Vehicle Supervision Office for the purpose of covering the cost for road maintenance, repairs, and safety management based on the principle of "users are payers."
